Directive 2010/48/EU allows the use of alternative inspection test methods to obtain the braking efficiency of a vehicle to those defined in ISO 21069. There will be considered equivalent methods those that measure the vehicle brake efficiency obtaining the maximum braking forces developed by fully loaded vehicles. For this purpose, a roller brake tester can be used with the vehicle unloaded or partially loaded. Additionally, calculation and/or simulation methods can be used, provided that they generate results comparable to those resulting from testing the vehicle at fully load condition in a roller brake tester. The purpose of this standard is to establish the criteria for the assessment of the equivalence of braking efficiency test methods, other than those specified in ISO 21069. These methods can be considered equivalent or not in terms of the results obtained measuring braking forces at full load, ensuring that they generate comparable measurement results that will lead to a reliable assessment of the vehicle brake efficiency of the service braking system. The scope of this assessment will be defined by the vehicles categories to which the proposed method is applicable.
