This standard provides methodological guidelines for a diagnosis of the management of a local government by contrast to a comprehensive system of indicators of reliability in the adequate provision of services, scalable in three phases (red, yellow and green), including a category for the development of a "smart city" strategy. The guidelines in this standard apply to the various areas of municipal management, to achieve a certain level of development in areas such as good governance and economic, social and environmental sustainability.
