It emphasizes the importance of sustained engagement, structured communication, and clearly defined roles and responsibilities across all organizational levels.

1.2 The focus of this guide is on the operational systems, leadership actions, and decision-making processes that shape how work is performed and how risk is managed. SIF prevention strategies presented herein are rooted in leadership accountability, alignment between planned work and actual work practices, and mechanisms for meaningful worker involvement.
