This guide defines mechanisms for establishing trust between devices that use digital certificates as specified in IEEE Std 1609.2, where the certificates are issued by authorities operating under different policy frameworks.The safety-critical nature of many Wireless Access in Vehicular Environments (WAVE) applications makes it essential for services to operate as ubiquitously as possible. Since these applications rely on IEEE Std 1609.2 certificates for security, trust between end entities (EEs) using these certificates is important. However, policies governing certificate issuance and management--including privacy requirements, certificate lifetimes, certificate renewals, misbehavior detection, revocation policies, and law enforcement access--can vary depending on the legal framework governing certificate issuance. This guide identifies mechanisms to enable interoperability across jurisdictions with differing policies by allowing SCMS managers to assign trust permissions for specific applications, roles, or entitlements, for each trusted Root CA or SCMS manager included on the SCMS manager’s Certificate Trust List (CTL).
