IEEE C37.251-2025

This standard defines a common format for protection and control configuration or settings data files based on the IEC 61850 System Configuration description Language (SCL) format. File organizational structure and methods of content extension are specified.

The purpose of this standard is to provide a common format that allows settings data for protection and control functions to be exchanged within systems of components from different manufacturers and third party tools. An instantiated .COMSET file shall contain standardized IEC 61850 logical nodes (LNs) and allow vendors to add any extensions that are required.
