The purpose of this Standard is: 1) Identify the capabilities that a city platform should have. 2) Structure these functionalities/capabilities in a congruent Layer Model. 3) Identify the components and modules needed to provide the required functionality to the city and place them in the Layer Model. 4) Define the requirements that these components must cover, at interoperability level, security, performance, availability, etc. 5) Obtain an indicator of quality of integral city platform through several metrics obtained in the transversal Platform. It is not the purpose of this document to define the specific communication protocols, the types of databases, the specific technical solutions of the components of the platform, nor the semantics associated with the exchange of Information, although there are some indications to allow the compatibility of applications and allow the operation and development of citizen services by entities other than developers of the platforms
