This standard defines the political-administrative level to be built, using existing structures in Spain for the specificity of Smart Territories, around smaller population Municipalities. This standard applies to any municipality of smaller population that undertakes a measurement of its performance in a comparable and verifiable way and to the political-administrative institutions in which they can be grouped to constitute Smart Territories, in addition to contributing to the development of applications of institutions that allow a better understanding of that territory and its municipalities of smaller population.
